Only when the voice falls silent do the citizens resume the winding of their own clocks.

The protagonists of these two intersecting timelines share a singular fate: possessing thoughts deemed "dangerous" by the state. They must fight to ensure their voices become "voices that count." The Act serves as a haunting simulation of the refugee experience—at once a political fugitive and a man seeking sanctuary from a reality too agonizing to endure.
